Now here is a link to do with a fire dept in Norway. Obviously not having skills in Norwegian will hinder that.: http://www.vibr.no/

That was taken from a site I found with links to fire dept related websites in Europe, http://www.firerescue.homestead.com/linkseurope.html. The first link under Norway didn't work for me, but the one shown above did.

Unfortunately Radio Norway International closed transmission a couple of years ago.
