Not impossible, but seems doubtful NWS would make a change that is not backwards compatible. Thereby breaking all existing radio equipment.

I don't know anything about a new format but my weather radio was going crazy with alerts last night and this morning, everything seemed normal to me.

The alert goes off for watches, warnings and local weather severe statements.

It's not unusual to get watches or weather statements for events that may be hours later, you may even get them multiple times.
