Perhaps some of the units were on one of the trunked systems, which was patched to the zone channel. That would explain the digital-sounding voice and the lack of an MDC ID.
Which precinct's units do you think were on what trunked system? The 084 or the 088? StatCom's? Shomayah Services?

Being that PD doesn't operate on any trunked system, don't see how that is possible..I'm not saying they were, I am just pointing out that its a possibility and would result in exactly what was being described.

Last week, when the dispatch-out was the only audio receivable on a conventional radio, with the exception of Housing units, the dispatcher and Radio Repair were conducting radio checks, at one point with the dispatcher asking "can you guys hear each other?" to which Radio Repair cut in and said "no, they can't, due to the encryption."

It just worked for me.If anyone can get into the FCC database, haven't been able to look up anything in weeks.
I am receiving all three frequencies with encryption.Try these (report any PL or DPL found):
PBBN 4: 483.5625
PBBN 5: 484.0625
PBBN 6: 484.3125
how did you know this was the actual usage of those three frequencies:This is a list from last November. I guess they are starting to flesh out, although with encryption the PL/DPL are moot.
