I mean since the Transit Bureau only uses 5 channels (Citywide, Manhattan South, Manhattan North / Bronx, Queens / Brooklyn East, Brooklyn South), programming the channels in or doing OTAP/OTAR to reprogram the radios shouldn’t be too difficult. I heard MTAPD didn’t have NYPD Transit freqs. on their radios but I don’t know how true it is now being that they patrol certain areas that are both railroad & subway. If Port Authority’s Harris radios can go onto any and every NYPD channel with no issue, I don’t see why MTAPD, NYSP and NYS Division of Military & Naval Affairs can’t. I know for a fact that those 3 agencies primarily use MRRS25 or DoITT so I know the radio techs will send out new codeplugs for it. The APXs that NYSP carry are APX8000s so going from VHF or 7/800 to UHF R2 for them isn’t an issue. I’m pretty sure the Harris are the exact same way just different radios that’s all. The only confusion if they do use the NYPD’s radio frequencies (if they do) will be if they key up, put over jobs, pick up jobs or anything pertaining to using the frequency because the codes and jargon they use is different and they may be confused as a fake unit (assuming their radios don’t have MDC-1200 encoding, only going based off what I hear when they key up CW1 or SOD). Now the national guard I do wonder about because some carry SRX2200s (APX6000s) on UHFR1 or VHF, I doubt they’re gonna go over the radio or will be out there without an NYPD liaison of sorts but what would be in store for them.
