After reading about a lot of the NYSP Troops upstate using the local sheriff's frequencies, I have to ask:

I drive 684 fairly often, and can't remember the last time I heard any activity on Zone 2 or Zone 3.

Do the SP use the Putnam and Westchester county frequencies or are their channels just quiet?

Troop K on I-684.

You might want to check your programming. There's a lot of chatter between TMC and the troopers in the area; some routine activity has gone over to the MDTs but the radio is still pretty active. NYSP does not usually show up on Westchester County PD's channel; the only WCPD post near I-684 would be at Westchester County Airport. Not sure if they ever pop up on Putnam SO's dispatch channel..

Skooter is right, check your programming because there is a lot of chatter between TMC and the troopers on 684 (155.5050 base to cars - 154.9200 cars to base). Also, while in the Putnam County area of 684 you may also want to program 155.9850. Being thats Putnam Countys 911 channel (Used for Fire, EMS, Sheriff & State Police 911 calls), you may hear dispatches for 684 units on that channel also.

First off, there is a fair amount of chatter on 155.505 from TMC, but a lot of the communication actually goes out on the MDT. Also there are more than one transmit sites for TMC and they don't normally simulcast on them to avoid interference with the other dispatch centers on the same frequency. So while someone may be reporting a lot of chatter on 155.505 you may not be actually hearing it in your location. I have also found that the hilly nature of that part of the county makes for some starnge reception. I tend to hear more from TMC to SP Somers units (and the locals) when I am near Hawthorne than I do when I am in Somers.

What I have noticed is that there is a lot of chatter from TMC to the units in Cortland and some chatter to the local units near 684 that are dispatched by TMC (listen for 7K3xx) units. As for 684 itself, there may be one or two units actually on the highway. The rest of the SP units up there supplement the locals.

Finally, what I have noticed from my own personal experience is that when scanning multiple frequencies I often miss SP transmissions as the scanner is often stopped on more active frequencies. If I have the radio manually set for 155.505 or scanning between 155.505 and 154.920 I hear more activity.

So bottom line. They are there. If your programming is correct (set it for CSQ) you may just be missing it or overestimate the actual amount of radio traffic going on. Most of the routine car stops will go MDT. Usually only priority calls, which would include EMS assists and Alarms (EID) go over the air. If they are sent to take a report of a past crime that almost always goes over the MDT.
