Baldwin County approves Motorola contract

This was from 12/6/2011 but I just came across it today. "...to meet FCC requirements of a digital radio system." :confused:

700 Mhz P25 Communications System


Mr. Glenn Hendry, of Motorola Solutions, presented information regarding a
contract to provide an interoperable P25 700 mhz communications system for
Baldwin County to meet FCC requirements of a digital radio system. He
stated this trunking system will utilize the existing Oconee Areawide Radio
System master site switch and will include two simulcast transmission sites
located in Baldwin County both with five channels each and radio control
dispatch console upgrades.

County Manager McMullen stated the cost of the project is approximately
$4,538,062 with zero percent financing for six & one-half years. The project
was included in the referendum approved by voters for the new SPLOST.

Vice Chair Emily C. Davis made a motion to approve the contract with
Motorola Solutions as presented. The motion was seconded, and it passed
unanimously.

It is a waste of time to complain about it. If the people buying it think digital is a requirement the need to be replaced. If it was the dealer that told them it was a requirement then it is still the buyers responsibility to get multiple quotes and verify the requirements with the FCC.

Meanwhile, back at the Oconee Area system, I was in Athens today and heard traffic on talkgroups 36000 and 36040. The radio traffic was all very brief so I could never tell what kind of agency it was but from the ones already posted, it would appear to be Greene County and either GPD or GCSO. I can also verify that the posted primary control channel is correct.

36000 - GCSO Dispatch - dispatcher is clear, units are encrypted
36001 - GCSO Tac 1 - encrypted
36010 - Greensboro PD? (2xx unit numbers) - dispatcher is clear, units are encrypted.
36020 - Union Point PD? (3xx unit numbers) - dispatcher is clear, units are encrypted.
36021 - UPPD Tac 1? - encrypted
36030 - Fire Dispatch - no encryption (VHF simulcast)
36031 - Fire Tac 1 - encrypted
36040 - EMS Dispatch - dispatcher is clear, units are encrypted.
36042 - unidentified and encrypted but may be EMS to Hospital.

That's all I have on Greene County. I have all except 36030 locked out while waiting to see when Oconee County comes active.

Speaking of Oconee County, on Walton's system I did see a 38002 encrypted group pop up once last week so maybe the 38000 numbers will be what Oconee will use.

Heard from a reliable source that Walton County could not come to an agreement with Oconee/Greene counties and will not be a part of OARS.

That's strange, I heard Greene SO's talkgroup 36000 on Walton's 800 system today. Oconee has microwave links to Walton's Whitney Rd. site so I don't know how they'd be able to operate without Walton's master switch unless they spend even more money.

It seems Oconee County is getting closer to going live on 700. Motorola techs are doing site checks today for generator, UPS, tower lights, alarms, etc. They are clear on 37000 id'ed as Oconee SO1 and 37001 id'ed as Oconee SO2.

The bad news is at times they were switching between clear and encrypted comms. For the past couple of weeks I had been hearing intermittent use of 37000, 37001, 37002 and 37010 but they were always encrypted and today was the first clear comms heard. They will probably continue the pattern of Walton and Greene by being mostly encrypted.

More OARS testing today:

Heard Greene, Oconee and Walton all do test counts on 38001 on OARS site 002 (Greene/Oconee 700 DTRS) with each verifying they copied the other. The Walton test came from a user patched on OARS site 001 (Walton's 800 DTRS) Fire Tac 1 (35102.)

They then tested 38001 on site 001.

Later Oconee did a test count with Walton Fire on Walton's 35109 dispatch talkgroup.

Later Oconee did a test count with Walton Fire on Walton's 35109 dispatch talkgroup.

Found out that this testing was an exercise between all OARS dispatch centers and responders in each county on OARS. The state was doing an exercise with all agencies to determine the radio system design and training would enable all users to navigate through the system to access talkgroups other than those they use for day to day operation (ie: OARS CMD, OARS Law, etc).

Apparently the state is planning this type of exercise for all systems around the state to make sure agencies are able to communicate in a way that the system was designed for.

On a day trip to Athens today, I heard several transmissions of the Oconee County Fire Dispatch on talkgroup 37010 on both the Walton County AND the Oconee Area System. I could easily verify that it was OCFD Dispatch because I was also monitoring them on my VHF mobile.
