Odd Tones on Lowband

Skip from the West of my location (Lake Tahoe,NV) in the late afternoon most always brings in Asian Language and some brief other signals.
Today along with the asian language, i heard Tones that sounded like the old Diathermy noise i would hear on 27 MHz back in the 1970's,except these tones would be in a 3 then 2 then 1, High/Low alternating Tone on & off, with maybe 5 seconds before starts over again, eventually 3,2 then just 1 tone transmitted.
Frequencies in numerical order recieved are:
29.9375 MHz(#1)
30.3375 MHz(#2)
30.3625 MHz(#3)
30.6500 MHz(#4)
29.7625 MHz(#5)

They continue to stop on like (1) then to (2) and so on, after an hour give or take,it ends up on (4) and now just switched to (5)
Fades in and out and is on FM with very strong signal.
Im baffled about what this is.
I heard it about 2 years ago during late afternoon skip.
Im making a recording of it to share.

Not sure if data can be sent over lowband, but if it can, maybe that's what it is?
