I dont know if the turnpike authority pays all their salary but it is a deffinate win situation for OHP. This gives them a large base of manpowere to use with out having to pay for them. For instance at the Bristow man hunt there were many hundred troopers there many were turnpike units (I did not know we had so many troopers, i was told over 700).Contract policing is fairly common, for example when TPD worked
at the airport the were paid for by TIA or Tulsa Counties contract with
the VO-techs.
Sheriff deputies would not normally work on turnpikes. I have seen some in the Tulsa area making traffic stops on the Creek turnpike. Technically
bt statute only OHP has jurisdiction on turnpike property. For example
while they were building the Creek turnpike a man was found dead near the 129th east ave toll both. Ohp worked the case (with much help from
Broken arrow pd crime scene unit). But here is the catch, Under the Oklahoma State Constitution the office of the Sheriff is the highest law
enforcement agency in the county with SUPERSEEDING authority over all
other law enforcement agencies. Thoe office of the sheriff is a STATE constituional office (from the complex duties of the sheriff as presented at the OSBI academy) Here is another catch..If the turnpikes are private property how can anybody write tickets. State law states that the only tickets that can be written on private property are no insurance, reckless driving and DUI/DWI. There may be a statute to cover the troopers
but I do not know if it would apply to other agencies. That is something for the judges to work out.
