OPP Freq. open?

so i drive to Niagara often, and back to Oakville, was wondering if OPP or similar have open frequencies? so far i haven't heard anything but not sure if im not close enough to hear anything or if its encypt or not. any info would help thanks.

Bellfleetnet zone 1 has OPP channels in the clear for a digital scanner. Check the database for details, Highway Safety Division has Burlington Niagara Port Credit etc available. My homepatrol1 piccks them all up easily from Waterloo Region.
