Owensboro, Ky EDACS System

Hey all,
I'm trying to pick up all talkgroups in the Owensboro Public Safety & City Government EDACS System. The only 2 I can't seem to pick up with my BC-780XLT or Pro-97 are Tac-1 and Tac-2. The RR.COM list of talkgroups for that area has a "D" beside them under "Mode". Does that stand for "Digital"? Do I need a digital scanner to pick those up - even though under "System Type" it lists "EDACS Standard"?

Those two talkgroups are digital, but do not utilize P-25 digital format.

No scanner, presently, can listen to those two talkgroups.
