P4 Enc Question

I am following my county trunk system, and have noticed as an example.
My local PD dept shows up as a p4 so does the sheriff dept. I hardly hear my pd dept talking
but I do keep seeing p4 coming up, does this mean I am unable to listen to them?

Nassau County Public Services (FL) Trunking System, Nassau County, Florida - Scanner Frequencies
All Law Enforcement on that system are encrypted.

"P4" on a P25 Trunked System running Unitrunker normally means that the talkgroup (or that radio ID user on the talkgroup) is Encrypted.

"P" = Protected (encrypted)
"4" = Priority level assigned to the talkgroup (4 is default I believe)

Also the DSD+ Window will say "Muting Encrypted Audio" if encrypted data is fed into it.
