Sorry to be the bearer of bad news, but the BCD996XT is not capable of decoding NXDN. The BCD996P2 is an updated model which will decode P25 Phase 2. With paid upgrades, it is also capable of ProVoice, DMR, and NXDN. That just involves purchasing keys to enable the upgrades which reside in the firmware. Each upgrade requires a separate key.

How do I setup to scan a
NXDN NEXEDGE 4800
frequencies are in 461-463 range

I don't see any signal strength when scanning.

tvengr has the correct answer. I did not catch the model number in my pre-edit post.

everything in my area is either encrypted or going this route.
looks like I will be getting out of the scanner world after all...

the Sherriff and mayor got caught a few years ago doing some
shady stuff by the news media, and now all communications are encrypted (police, fire, ems).
I thought most of those channels were public information.

Any agency can chose to encrypt any channel they wish. Not really any rules saying a channel is "public information".

Some radio services do prohibit encryption. Amateur radio is one such service where encryption is not allowed.
Most personal communications services are forbidden to use encryption. That would be things like FRS, CB and probably GMRS types.
Public Safety agencies are pretty much free to use encryption on their channels or talkgroups if they wish.
Most business licenses are also free to use encryption if they wish. I'm not sure about the low power intinerant frequency licenses.
