Pequaywan Lake coverage

My father-in-law lives about 25 miles north of Duluth & has HP1. He has downloaded all the latest software(firmware), has all the selection types orange, range set at 30, is scanning ARMER, Duluth Simulcast, Island Lake & Molde, & still can't receive Duluth PD, Fire & Gold Cross. Any thoughts on what's going on? Thanks....

Have him try the Brimson site. Might be closer to him. I know I do not hear Gold Cross and the hospitals unless I am on the Duluth Simulcast site. I do hear the South Law Talkgroup and Duluth Fire Talkgroup up north though.
