Although PFDRDC K-1 is still regular P25, I'm seeing P25 Phase II pop up on K-8 this evening. It's 10:30pm, so I'll check again tomorrow, and through the weekend, to see if it continues, and if any other TG's come up as P25 Phase II as well.

Since I can't sleep, K-7 and K-9 have been showing as Phase I so far since Midnight. I haven't seen K-6 pop up yet. Central City won't be available until sometime tomorrow morning, so K-2 hasn't been active. And nothing serious to warrant K-10, K-11, or K-12 to be utilized has been dispatched.

John I’m coming out to AZ this fall and would like to listen to the area fire departments. Am I able to program the Freqs for the kdeck into a regular scanner or do i need a trunking one?

You'll need a trunking scanner with P25 Phase II receiving capability, as some Phase II transmissions have been observed on the Phoenix FDRDC K-decks by myself. And the ability to handle simulcast systems. The Uniden SDS-100 or SDS-200 scanners, or the Unication G4 or G5 pagers would be your best choices.
The same goes for the Mesa FDRDC system, although I don't know if they have any Phase II activity.
