I know its way out of my area so really of no concern to me but it was something I had noticed. Shouldn't the repeater (if it is a repeater) frequency be 451.3375 where 456.3375 is the actual input frequency not the output. I always thought input frequencies tended to be 5mhz up. Or are there are exceptions to this rule?

456.9625 looks like another frequency that might be associated as well.

It's likely DMR simplex and not a repeater.

I monitored every frequency associated with PFF that I found in the TAFL. The only frequency with activity was the one submitted. I will keep monitoring and report anything I find.

I think it's a repeater system. The TAFL has it being a full duplex system as well. The output power is only 5 Watts and I wouldn't be close enough if it were simplex to copy it. I've been listening on 2 different radios to see if 451.3375 comes up at the same time as 456.3375 and so far, no joy.

I agree with @IdleMonitor , It does seem like an input frequency but then again, the repeater doesn't care unless its 5MHz spacing. I doubt ISED does either for a food processing plant.

I have seen the rare system where the repeater is reversed. IE output on 456 and input on 451.

I suspect what we have here may be a high power (25 watt mobile) base station talking to the low power repeater. The final determination will be someone driving out to the site and seeing what's happening. Many inhouse repeaters use internal antennas so the signal does not travel far from the location and that is why the 451 cannot be heard.
