Does anyone know the system used by this plant in Burke County.

I'm not 100% sure on this but I would assume they would use Southern Linc LTE since it's a Georgia Power plant.

At last report, they were using Southern Linc. GA Power is part of the Southern Company and they own Southern Linc.

Maybe. SoLinc certainly has licenses for a big site there (here and here). But Georgia Power also has a series of licenses for VHF (here) and UHF (here and here and here) NXDN systems at the plant. Only one way to find out for sure where daily LMR operations are found at...

They were on UHF Mototrbo Cap+ a few years ago. They may have changed.
