How do you know if a department is using a pl tone on tx and rx?

For a Scanner, you would only be concerned with TX as you are the Receiver.

As for an Agency, it would vary on their need to use PL RX out in the field
Agencies such as USFS, BIA, BLM, NPS, my experience has been they program No TONE
for RX so they can hear it all, from any radio. But this does vary Tech to Tech of who programmed the radio.

You can enable Tone search on your receiver depending on model, or look here in the data base for the frequency and see if the tone is listed. What type of receiver are you using?

Just because no tone is listed in the database doesn't mean one isn't used in real life. The database isn't complete and accurate everywhere.

If you do not use a tone on your recieve, you will hear all transmissions on that frequency, that you are in range of.
