I just heard OPP units say they had a party in custody for a 31-4...clearly its not a 10 code or a CNI...anyone heard this before?

It may be a CNI

34.1 is an assault committed in defending yourself. usually this is a reason not to be charged.

34. (1) A person is not guilty of an offence if

(a) they believe on reasonable grounds that force is being used against them or another person or that a threat of force is being made against them or another person;


(b) the act that constitutes the offence is committed for the purpose of defending or protecting themselves or the other person from that use or threat of force; and


(c) the act committed is reasonable in the circumstances.

31.4 is the section of the Ontario Liquor License Act that refers to being intoxicated in a public place.

Niagara Regional Police used to (probably still do) refer to any drunk person as being "31-4"... OPP would dispatch a drunk driver as "Possible 253" (being the criminal code section for DWI).. NRPS always said "A possible 31-4 driver".

So here is a question, when they give a CNI does that correlate to the Criminal Code of Canada numbers?

No. As an example, the CNI entry for Sex Crimes is 346, but the Criminal Code section 346 is for Extortion.

This memo book is a few years old, but below is a pic of the page in their memo books that refer to CNI flags and codes. The flags have obviously been updated (this book is at least 10 years old).
