not sure what signal is this, we are near CYOW if this help.

It may be a drone control frequency. Old remote units ran on that frequency. But being near the airport, there should be no drones, unless authorized. Transport Canada is mandating operator permits, and new rules as of June 1,2019 for basic and advance operators of drones over a certain weight class.

Goes to show, you can't always believe every detail listed in TAFL.

User on Walkley Rd. is somewhat closer to the airport, although ERP is only 0.1W, that's a more likely source.

My clocks are all sycn'ed, at least those which use WWVB on 60kHz...

Clock sync. there are about 5 common freq for these. Hospitals and schools are the biggest users. That is not to say that some hanger at the airport is not using them as well.
