Pro 106 help with NYC frequencies

Hello i tried programming all the active NYC frequencies using Win-500 with a pro 106 and I’m importing the frequencies using Radio Reference. I have no problem with the NYPD channels, but FDNY,EMS and NYCICN no such luck. The FD channelse I’ve heard a few transmissions but they were very staticky and I haven’t heard a thing on the EMS or NYCICN channels at all. I have a few pictures of the programming that may help. Thanks for any help that I can get.

You need to turn on the scan list to monitor it. In the first screen shot, only NYPD is activated. I don't know what Super Track is, I never had that option when I had my PSR-500 many years ago.

How far out are you monitoring? Try a better antenna than stock? Outdoors?
I’m in Brooklyn, it seems like something isn’t programmed correctly. Does the NYCICN need to have trunking tables?

Go to a blank bank and manually put in some busy EMS and FD frequencies (Man/BX) and see if it works. If it does, compare the banks until you find the culprit. If you're on ground or lower floor level, go by the window and see if you get better reception. You might need an outdoor antenna

This may explain some of the static: The FDNY dispatch frequencies are not repeaters in the traditional sense, instead it's a full duplex system with voted receivers and a mixer. The received audio from the mobiles/portables is injected into the audio transmitted by the base station when the mixer is turned on. The mixer can be turned on and off by the dispatcher, and you generally won't hear the initial call from the mobiles/portables until the mixer is turned on. If you want to hear "mixer off messages", you need to monitor the mobile frequencies and be close enough to the scene in order to pick them up. I see that you have the mobile and fireqround frequencies programmed. Transmissions will be very noisy unless close by. Scan list 2 must be on to receive FDNY.
