pro 163 trunking programming issue

Trying to program a buddy's scanner the firmware is 1.08. I am trying to add in Indiana safe-the system into it which is a moto type 2 smart zone omnilink. I have got the control channel installed and and tgids all installed. The scanner just stutters on a the freq never picks up voice but it saying the correct tgid since I have my 996t sitting right next to it. Now I know there is some rebranding issues but I can not find out if the firmware I got is good or if I need to update cause I am programming this manual with out software.

If you are programming the current Indiana SAFE-T system into the 163, it won't decode Tipton county. They have digital TGID's on that system. It is part analog and digital. Your friend will need a scanner capable of decoding digital P-25, and with the new system, Phase I P-25. His analog won't cut it anymore.

OK thanks for help it was picking up what I assume was the analog state police tgs but not county
