I have programed some digital freqs and talkgroups into my scanner using the starrsoft software and downloading straight to the software and to the scanner but the scanner is not working any ideas.

is it on , does it light up ? what talkgroups,
does it make noise when you open the squelch ???
antenna ? how far are you from what your tryi ng to receive .etc

What does the screen show when downloading to the scanner or when uploading from the scanner?

When the cable is inserted into the PC/IF port, your readout shoud say CLONE MODE.
In this instance, with uploading...your readout will say CLONE MODE receiving, with a cute little graph on the bottom, made up of dark squares, to show your transfer. It woud be the opposite for downloading.

As LedouxFan said, you also need to be more specific, as to what exactly "your scanner is not working" means. That's a pretty broad spectrum
