It sounds like you are trying to attach ARC500. There is no problem attaching an ARC500 programming file with the .gr5 extension. It will be in whichever folder it was in when you saved it.
I saved it to desktop, but when I tried to attach it to this forum it did not exisist

Do you presently see what you have programmed in the ARC500 software? If you do, click on Save As, give the file a name, and save it. Make a note of the folder where you save the file. It could be in Documents, My Documents, or ARC500. That is the file you want to attach. It will have a .gr5 extension. Zip the file. Click on Attach files and open the zipped file.

You have every frequency locked out and attenuator on. I am going to make some changes and attach the corrected file for you to open. I don't know now many of the conventional frequencies are still in use. Clackamas and Washington Counties have switched to a new P25 Phase 2 trunked system which the PRO-652 cannot decode. I suggest that you click on Report and request that your thread be moved to the Oregon Forum. Members there will be able to give you info if the conventional frequencies are still in use. Give this updated file a try and see how it works. Save the attached zipped file to your computer and extract. Open the extracted file with ARC500 and Upload to Scanner.

Thank you but I still feel like an idiot. It appears that I have nothing on my computer to open the file let alone instal it. What was I doing wrong when I did the file to start with, like frequancies locked out and attenuator on. Thank you

ok, figured the fist part out. I had it saved to my desktop so I just moved the image over ARC500, uploaded it to the scanner. hit scan and everything seems to be working great. still like to know what it was that I was doing wrong before

Every frequency was locked out. When a frequency is locked out, it will not scan. That is why you got the Nothing Enabled! message when you tried to turn on the scan list. You lockout a frequency you do not want to hear to remove it from the scan list when you scan. You can still scroll to a locked-out frequency manually. You had the attenuator turned on for every frequency. That greatly reduced the sensitivity on every frequency so that you would hear only units nearby if they weren't all locked out. You had the Audio Boost turned on for every frequency. That is used to raise the audio level of a frequency if it is low. That can result in distorted audio.
