Is it normal that I would hear them scanning in AM and FM but not MOT?
Yes. The scanner will operate differently if you are in SCAN mode vs MAN mode. For it to trunk track correctly you must:
- Program the present control channel frequency
- Set the control channel frequency to MOT mode
- Set the BANK to MOT mode
- Either program desired TalkGroups or put the bank in OPEN mode
- Put the scanner in SCAN mode

It will "scan" the control channel and automatically switch to voice channels when data for an enabled TG is received.

When they are set in MOT, and I scan, I do not hear anything, open or closed - nothing. It is as if they are locked out, but they are not.
Make sure you have the present active control channel frequency programmed and that you are receiving it.

I can only hear traffic on these frequencies when I manually select a single frequency or I scan in regular mode.
That's normal for non-trunk tracking mode (manual operation).

I am not sure who this is I can hear, tho, because when I have MOT mode on, I don't even see their talk group ID. I know that info should be popping up on the screen as the radio receives traffic, but it doesn't.
You can "park" the scanner on the active control channel frequency, with its mode set to MOT and watch some info on the screen. It will show TG IDs and system IDs. But note that you will only hear control channel data, not any voices.

I know my scanner is old, I'm not really interested in buying a new scanner, and I would drop my interest entirely in 800 mhz if it requires much more complication.
It has already gotten a lot more complicated. But there are more complex (and expensive) scanners out there which do more of the work for you too.

Another option I could try is EDACS or fleet map settings
You must program the scanner to match the system you want to monitor. If there are no options to match the system, it is likely the scanner can't monitor it (unless you just want to scan frequencies).

If that's really all there is to it then something is either wrong with the frequencies listed on RR or wrong with the scanner. I think I have done all the steps properly and neither of the things above occurs. It does not show any TG IDs. Even in open mode, following the steps you specified, all I get is dead silence... so something is wrong.

These are some of the setups I tried, look correct?

They should both work (the additional frequencies in the second image aren't required, but it should still work).

You're going to have to post in the California Forums - someone should know there.

Edit -

Check the link I posted earlier for Redlands FD - at the bottom of the feed there is an option to contact the broadcaster...

Try clicking the radio button for Offset ON. Write to scanner

tried that, with both set ups, no difference.

Next thing I am going to try to rule out is a reception problem. Will be driving around to see if that changes anything. and have already made contact in the California forum - to see if anyone else in my area can verify the frequencies.

Are you receiving the control channel where you are at? Are you getting the motorboat sound if you are on the control channel? Let's make sure you are trying to get the right system for where you are.

Go into MAN mode. Step through each channel one by one. Do you hear the control channel? If not, that's your problem. If so, do you see "data" displaying on the display?

IF they have rebanded, try entering these freqs.
853.1625
853.3375
853.3875
853.6125.
Be sure to hit SCAN after entering the last freq.
