I live in Michigan but just doing a quick look at setting up VSP you need the newest version of the win96 programming software avail from:
PRO-96 Software - Win96 - Data Management Software for the RadioShack PRO-96 and PRO-2096 Digital Trunking Scanners
Settings within the software for VSP:

Also if you turn on your Pro-96 and press the 3 button during the welcome screen you should see what firmware you have. The DSP 1.4 is the newest and no newer firmware came out after 1.4 because radio shack quit selling the scanner after 1.4.

FreeScan is not set up to work with the 96. That's only for the Uniden DMA scanners.

I use win96 by Don Starr. You must set the Custom Trunking Table in the right top corner to be able to track STARS.
I get the Chesapeake area by Setting Mot 3600 CC and Mot 9600 CC to Custom table with Base Frequency to 156.000, Offset to 16384, and Step Size kHz to 2.50. (The software will not set these, you must do it.)
I think you can get a trial version on line at starsoft.com
