They are on a Motorola trunked system. You will not pick them up via "factory settings". You will either need to enter the frequencies and talkgroups manually, or download a program such as WIN97 to do it. With WIN97 you will also need a special cable to connect the scanner to the computer.
I am in Fair Oaks and monitor all you've listed 24/7. I can either send you a list of what you'll exactly need to enter, or a file if you use WIN97. It takes some time and patience to program the scanner for this type of system.
To make things more complicated; Sacramento County has two sets of frequencies; one referred to as "site 1" and one referred to as "site 2". Site 1 is in the city and site 2 is near hwy 50 and El Dorado Hills. So, depending on where you are, one set of frequencies will work better than the other. In addition, some stuff is only on one site.
I have both sites programmed, but am closer to site 2. If you program the following frequencies into a dedicated bank, set the bank to MO and OPEN, you will hear everything going on. You'll find it is too much with RT and public works stuff. That's why the talkgroups should also be programmed. That's a lot to go into here.

There are also some VHF freqs used by local fire departments. For CHP you'll need GOLD, GREEN & BLACK base and mobile frequencies.
