Every channel? or just 1 or 2?

If it's just a few channels, try the CT mode on those channels and see if it shows a tone. It could be "subaudible" tone transmitted by the station. I can hear the "subaudible" tones sometimes when they are in the 150hz and higher range.

If it's every channel then see if it does it on battery power to check whether it's your power supply.

All channels, even when codes put in on frequencies. Its a low hum in the background. I tried a dc power cord & ac adapter, same issue.

Headphones or speaker?

If on speaker then something is wrong.

If on headphones..... there's always a little more noise when using 'phones.

The Pro-97, and other scanners, do have a low level hum that can be heard during reception. This has been reported before and is coming from the audio amp. I have not heard where the volume level of the hum has impacted the reception.
