Are there any places in Toronto to program my scanner to listen to police fire ems public services ect are all the services like police ems fire now encrypted \\ sorry guys I'm a little out of the loop any help greatly appreciated

There are some members here that would be able to assist you with a file to upload. Unfortunately, my scanners use Sentinel for programming. Your scanner need to be programmed with Freescan software.

OP should note that no scanner will receive the encrypted channels.

As far as I know, only Toronto Police are fully encrypted. You should be able to listen to fire and EMS as per the county pages:

The 996T should be able to pick up most of the stuff listed; even though the emergency trucked system is Phase 2, most of the talk groups are not in that mode(anything with a 'D' on the mode column. If it has a 'T' or 'DE', it'll be no good).

Download freescan and spend the dollars on an RR subscription and you'll be good to go.
