If it doesn't change the firmware back are they any need to do that I was going to see if that would help with the frequencies giving troubleNo. Firmware stays the same as well as paid upgrades (NXDN Provoice DMR)

will that be 2, 7 ifx and middle buttonIt resets the scanner back the way it was when brand new. Pretty sure you will need to upload any fav lists back. Been years since I did a reset. If scanner settings are out of whack it could fix them. If site settings in you fav list are out of whack, or any other errors in programming, a reset will not fix.
If your having signal issues on the scanner as well as your sdr programs, pretty safe bet that it’s not the scanner. You also never responded to any of the people asking you if the antenna is being split between sdr and scanner and what and how much coax your using.

What would it say on the display after resetTo perform a complete factory reset like it came from Uniden :
1) With scanner turned OFF:
2) Press and hold #2, #9 and middle key below screen.
3) While holding all 3 keys turn ON power to reset to factory default.

Follow the instructions on page 37 of the manual
Turn on the sdd200 wait for it to stsrt
Push the SQUELCH button
Rotate the large Function knob and select SETTINGS
select that
Now rotate the large Function know again and select RESTORE OPTIONS
under that, select CLEAR USER DATA and confirm
Turn the scanner off
You now have a "factory new" scanner
Use Sentinel to put a new database on the card
The system with the 859.xxx frequencies is not a NPSPAC system and isn't required to maintain a certain signal level outside of its municipal boundaries. The system that uses the 851.xxx and 852.xxx frequencies is a NPSPAC system and IS and by design required to limit its overall ERP and how much signal level goes outside of its municipal boundaries. You are seeing the difference between the two different designs. I would say that nothing is broken or interfering with you.
I tried another system that my 996P2 it gets 5 bars and the 200 gets 2 bars, the system I listen to but it's simulcast the 996P2 gets 5 bars it just gets distorted that's why I got the SDS 200 doesn't make any sense why it's different it has all the frequencies have the same ERP and wattsI think you are chasing an issue that doesn’t exist and were given the likely answer here:
