Whistler does not offer any software for the WS1065, free or otherwise. The 3 choices of software for programming that scanner are:

WIN500 (abandoned by the author, no longer supported)
PSREdit500
ARC500

All 3 of those software packages have a 30 day free trial, after which you would need to purchase a registration from them to continue using the software. Any of those 3 will download programing to your scanner through the Radio Reference web programming service, but you would need to purchase the Premium Membership at Radio Reference also.

The only "free" software for Whistler scanners is EZ-Scan, which is for the database scanners, such as the TRX-1 and TRX-2, plus earlier models.

There is no free software, from Whistler or anyone else to program your WS 1065. There are three programs that will work for your scanner: Win500, PSREdit500, and ARC500.

I use Butel ARC500 Basic to program my scanners. I would be very happy to create an ARC500 file for Defiance County to get you started.

Download and install ARC500 Basic for the free trial period. If you like the software, you can purchase the key. Here is an ARC500 file for Defiance County to get you started. Save the attached zipped file to your computer and extract. Open the extracted file with ARC500 and Upload to Scanner. Scan lists as follows:
SCAN LISTS:
1. DefCo Fire/EMS
2. DefCo Law
3. OH St Hwy Patrol
4. DC Fire/EMS Conv
5. DC Law Conv
6. DC Misc Conv

If you look at my previous post, you can use that file to program your scanner without worrying about the web server. No password is required to use the file. Just follow the instructions in post #5.

Are you referring to the post about downloading ARC500 and the zip file for Defiance County? Do I just need the Download for the software? Cause Im not sure I need the zip files since they are for a different county and state, correct? Also, this is all a foreign language to me so should the scanner have the words Spectrum Sweeper flashing along the bottom of the display screen?

Thank you for sending that that file I loaded it on my scanner and it is working . But I wish I knew what I did wrong with the scan list I made because when I uploaded it to the scanner it took it and the scanner said it was scanning but it would not stop on any frequency when they was talking it just keeps scanning almost like it didn't have an antenna hooked up to it any help would be great cuz there's other counties that would like to program in it but I want to learn how to do it myself

The best way to learn how to program it yourself is to look at the file I did to see how it is done. If you attach your GR5 file that doesn't work, I will check it for errors. You will need to right click on the file and Send to Compressed (zipped) folder to be able to attach it. Click on Attach files and Open the zipped folder.

I saw your thread in the Colorado forum about Kit Carson County. I see that in addition to the talkgroups on the DTRS system, the county sheriff, Bethune, and Flagler also are showing on a DMR system, which the WS1065 cannot decode. It is possible if they changed systems. I have no way to monitor them from my location to see which system they are using. Keep an eye on your thread in the Colorado forum to see if you can get a definitive answer as to which system they are actually using. The sheriff, Bethune EMS, and Flagler EMS also show conventional frequencies. See if pressing SCAN turns off the spectrum sweeper.

Well, I'm not sure what I did to the scanner but somehow, I was able to get it to where we are able to hear all of them again. I have a call in to the person who programmed it to see if he could look at it and see for sure what is going on and maybe update it if there has been any changes. Thank you so much for all of the help.

Also, pressing scan did not turn off the spectrum sweeper. When I took it back to my mom, everything I had mentioned that was on the display was still there when I turned it off and unplugged it.

Have you tried searching the database? It looks like they are on MARCS, there may be missing talkgroups, but since RR database is built from listener contributions it might mean no one has verified and submitted them.

I have came to a conclusion that digital scanner suck I have two scanners the ws1040 and the ws1065 both scanners set to the exact same frequencies and both scanners will miss radio traffic at different times one scanner will pick it up the other one won't and vice versa signal strength bars on each scanner are maxed out now I'm 100% confident the programming is correct it is the actual digital system itself I believe

Where is the Squelch set at on both units? Are they using the stock antennas? Have you tried turning attenuation on ( ATT button)?
