Found a tablet to run Proscan, asked the guy whowrote the software, he advised placing the question here :

Would like to run Proscan on a tablet in the car. Would a tablet running a ATOM CPU, Win 10 and 4 GB RAM be enough?

Not familiar with an ATOM CPU, and while Win 10 requires 1GB to run, it's better with a minimum of ~2GB. It's suggested Win 10 have at least 8GB to run comfortably. It might be tight in the environment you're considering since there's probably bloatware on the tablet, and I don't know specs on Proscan. Someone with more experience may be able to help better than I.

BTW, I should add - I think the 2GB is suggested for a 64 bit system.

The resources the install will use should be fine. However if you are recording a bunch traffic, that will increase the RAM used (as well as the obvious disk space). My 4 instances use various amounts of RAM from low of 42 MB (instance does not record) to a hi of 184 MB RAM for my 15,000 recordings from last 5 days on a busy system (that is 330MB of MP3s).

You could try the 30 day free trial. I would, however, suggest before you start the trial that you be ready to do whatever you expect it to do all the time.

This is to go in the truck to control the scanner, the idea is I can place the radio under the seat, and use the tablet to control the radio
I have not worked thru all the issues, but the tablet will be stripped down to bare essentials, and I wont likely be doing any recording. I already have 2 moto radios in there and space is at a premium. Sounds like it could work, the tablet is a good deal for the price , so I a going to jump on it.

4gb of RAM sounds low to me, but I have never tried that small so not sure. Win10 should be no issue.
I've run Proscan on a 4GB 1st gen Surface Pro, never had an issue programming or controlling
