The arrogance of the media is reprehensible to say the least. What makes them so special that they feel or believe they aught to have access in realtime while us peons are somehow undeserving of that same access, at least according to some on this forum?
The thought is (whether one agrees with it or not) that by giving it to the media makes it available to the public, thus providing the transparency that is desired.

Arrogant? Sure it is, but that is their job.

"IF" this goes anywhere are they going to provide actual scanners that DEFEAT encryption by providing the KEY or allow them ,the press , Motorola radios ?

If the agency does it like others have, they will either provide an agency radio, or will sell them an agency radio.
The agency radio will be programmed for RX only, obviously.
It will be a subscriber on the system, just like any other, that way if it goes missing, it can be bricked.
It will have the keys loaded by the agency. If the agency uses over the air rekeying, it can be rekeyed as necessary.
