question on LERN

sometimes I hear LERN and it sounds like someone is throating the mic. does that mean the person keying up is using Digital?

Most of what you are hearing is "patched" audio from another system being simulcasted over the LERN frequency. The other system could be from a simplex, repeated, or even from a trunked system. It just depends on what dispatch entity is originating the patch. It is not necessarily from a digital P25 source (although that can also be the case).
