What kind of traffic were you hearing on it? That could help identify it since there are licensed users in New Jersey and Pennsylvania. Also was there a PL/DPL associated?

FCC license search shows that Our Lady of Lourdes Medical Center is licensed for that frequency for maintenance and security at their Willingboro and Camden campuses so I'm gonna bet that's what you're hearing.
