Radio interference

Well, in the city where I live I have detected a countless number of times an analog signal at 162.7375 MHz NFM,
with CTCSS 114.8 Hz, 107.2 Hz, and with no CTCSS too.
It triggers a Close Call Capture nearly everywhere in the city, and there are no doubts it belongs to a city-wide telesurveillance system.

I know the local police monitors all the streets with wired telecams, thus it is not clear at all what
would be the reason for an other telesurveillance system.
By many months such an involuted technology is capable of causing harmful interference to repeaters, local FM broadcast stations, medical and lab instruments, wireless anti-burglar systems, and several other devices.

I would like to know if it is possible, and how, to identify who owns and operates it, because there is the evidence
it has been built and it is still being operated in open infringement of the Radio Regulations (in Italy it is not surprising at all).

I'm not sure if Italy has the equivalent of the Federal Communications Comission (FCC) of the United States where you can query an online database to obtain frequency licensure. I would probably start there if it's something that's available. Also, I would try to locate one of the transmit sites and see if there are any indicators of who owns it. Maybe a label or something similar may be present. If and when you get Close Calls on that particular frequency, you may be able to disconnect the antenna and drive around until the signal is strong enough obviously indicating you are very close.
