I don't question your intent, but there is a reason radio shops charge what they do. They've have the overhead of hiring and maintaining a staff of trained professionals, obtaining (legally) all the programming software and hardware from the vendors, and the liability insurance (and where required) professional licensing.
There is much more programming radios used by front line public safety personnel than just downloading some stolen software off the net and cheap knock-off cables on ebay. The latter is fine for hobbyists, but anything used in an IDLH setting needs to be properly vetted by those with what it takes do the vetting.
As a 911 dispatcher, you know all about liability. You touch it, you own it.
