Radio Romania 9730 from Galbini-bacau 300 kw and 11620 from Tiganesti 300kw. 1:02 UTC.

I'm in Northern Nevada. I think shortwave reception has noticebly improved.

Good catch, they mentioned something about shutting down a transmitter due to cut backs not sure if it effects the English service or not. I can tell you there are still very active everyday up and down the band in different languages. As far as reception the kp-index is 2 which is in the green area, which is good to go DX 🌎

I picked it up Radio Romania just yesterday from Galbini-bacau on 15340 kHz at around 17:00 UTC. Wasn't in English.

I heard their Romanian service to Southern Europe a couple nights last week. 11740 kHz. Great music. A slight polar flutter / fast fading to the signal, as I'm in the northern tier of US states, so a lot of EU stations have to cross the pole to get here.

Still can't pick up Radio Cairo though.
