I see RDIO scanner can use ProScan for audio recording. Can I use RDIO for monitoring my BCD996T remotely? I'm wishing there was a different interface rather than through my browser that makes it difficult to see.

Rdio-Scanner basically just ingests the audio files recorded by other software it supports - it cannot directly control your scanner.

I have ProScan recording my 996t's and feeding into Rdio-Scanner.

How exactly do you do this?
set a dirwatch for the recording location. how i do it is set the recording folder in proscan to %S-%TG and setup a dirwatch in rdioscanner

- in rdio scanner set the type to default
- set the directory ie. C:\Users\user\Documents\ProScan\Ohio MARCS-IP- Multi-Agency Radio Communications\PFD-1
-Set the extension (wav or mp3)
-Select the system and talkgroup you want the recordings to go to.

you can set the recording folder to %S and the dirwatch to C:\Users\user\Documents\ProScan\Ohio MARCS-IP- Multi-Agency Radio Communications but then all traffic would go regardless the talkgroup on the system would go to the one you defined in rdio-scanner. If you want to find calls or listen to something specific i recommend doing it with the %TG folder

this is the way i have done it in the past. there might be a better way to do it that im not aware of but this will get you started and functional
