I can hear the units fine but can't here the Dispatcher responding to the unit this is on a trunking system any suggestion I have a Radio Shack pro 652 scanner for years just decided to clean the dust off of it and try it out for a change of pace

You are listening to a trunked voice frequency but your scanner is not "trunking" or trunk scanning.

On trunked systems, scanners track the CONTROL channel or frequency. That sends the scanner to the appropriate voice frequency as it may move across several voice frequencies during a transmission.

Your scanner is not in trunking mode. It is just scanning random voice frequencies and not following the trunked control channel. You need to get it tracking the control channel, which in your current nontrunk mode just sounds like loud noise.

The voice frequencies should carry dispatchers as well as the field units. Maybe just the dispatchers are encrypted?

Welcome to the RR forums @tlRoberson7830 Please let us know what specific agancy(ies), system, talkgroups or conventional frequencies are in question so we can get eyes on the database to tell you for sure if partial encryption is in use

The PRO-652 or the clone acanners like it don't have the ability to mute or play tones for encrypted radio traffic. Any encrypted radio traffic would just come over a garbled.

Going for must be a programming issue.

Might help to know what system that is being monitored.

It you are referring to Seguin Fire Dispatch, the database shows it is P25 Phase 2. The PRO-652 is capable of P25 Phase 1 only. The "T" (TDMA) in the Mode column means Phase 2. "D" means Phase 1.

Good catch! The dispatcher is likely operating on phase 2 while some field units could still be on phase 1.
