I wonder why this supposedly already installed and operating system (according to the article) isn't listed in the database?

As I posted in the related thread, it appears that this new P-25 system is using a temporary frequency for testing (859.4125 MHz) under the license WQNY352 (ULS Application - PubSafty/SpecEmer/PubSaftyNtlPlan,806-817/851-862MHz,Trunked - 0004784581 - Richardson, City Of - Frequency Summary). I'm not able to pick it up well enough to do anything with it (all I get is occasional staticy digital buzzing, but not enough signal to attempt a decode).

When I found the article I was wondering the same thing, I was wondering if it was coming or truly indeed up and running.
