You need to download the Zadig software to install the correct drivers correctly for your SDR sticks. If you are not a "computer guy," find one to help as SDR programs and devices require some amount of computer literacy.

The computer doesn't seem to recognize the stick. I believe this is the root cause. The computer never gave me the "installed" acknowledgement. I've followed the SmokingApe YouTube instructions but for Windows 10.

My situation is same as yours. Not recognize my dongles. Im usıng m1 chip macos with parallels. Windows 11 is a VMon mac pro And also have kali linux Vm but kali has no problem.

Similar problem in Windows 11 (Dell 7220 Windows 10 upgraded to Windows 11). I know about radio and know about computers, but am challenged by getting the RTL-SDR to work. I've had it working on Android, at least one broadcast FM station (93.1) and it appears to work for AIS (161.975 (Marine ch 87) and 162.025 (ch 88)) but the Android device has only one input so I can't charge and run USB at the same time. Not useful if you need full time AIS. Zadig appears to work. In SDR Sharp, in one configuration, I appear to get random noise at a default frequency, but can't figure out how to get SDR Sharp to receive the frequency I want. I get nothing on the display. The help videos on Zadig and SDR Sharp appear to be for old versions that simply do not work when I'm looking at what's installed. So it may be one of those "where's the 'on' switch" problems. (1) driver (2) receiver operating software (3) select the correct frequency (4) "run"?

For a while I did get it to work. Then installed Windows Update and now it does not work, again. RTL-SDR dongle does work on an Android device, so it's definitely something in Windows 11/Zadig/SDRSharp. Some references say some RTL-SDR installations require Microsoft .NET, and there were two Cumulative Updates and one Security update to .NET Framework.
Maybe reinstalling and the June 3, 2022 update to SDR Sharp worked after Windows Update May 26, 2022. May 17, 2022 had two "Bulk-in Interface" devices. After May 26, 2022 Windows Update (Cumulative, Security and .NET) they are gone. USB Receiver was there and I can create RTL2838HIDIR in Device Manager and Zadig. Installed SDR Sharp after the June 3, 2022 version. Didn't work, and then I closed and restarted (Windows style, so it was whatever popped up when I started typing SDR) and now it appears to work. I'd be happier if I knew what made it work, but at least the result appears to be accomplished.

The Problem is Windows 11 and its Security System. Under Windows - Security - Device Security - Core Isolation,
the Memory Integrity switch must be turned off !! Otherwise, no unknow drivers, or drivers dangerous for the system
can be installed. Had the Same Problem with an SDRPlay Stick, a msi2000.??? couldn´t be installed and so the Software
and detection of the SDR didn´twork even though it showed up in the Device Manager.

I have found that the best way to install the correct driver for the RTL-SDR V3 dongle is to use the SDR# software to help me.

When I click on install-rtlsdr in a new copy of the software, while connected to the internet, it will download and add Zadig and the required dependencies.

As a test, I first removed the existing rtl-sdr driver using the Device manager:

NewSW1 Delete driver_1.jpg

I then downloaded a new copy of v1732. I use that version a lot because it has SpectrumSpy; the newer versions don't have that:

NewSW2 v1732 no Zadig_1.jpg

Click on install-rtlsdr:

NewSW3 v1732 install-rtlsdr_1.jpg
This will download to your Command Prompt:

NewSW4 v1732 CP1_1.jpg

NewSW5 v1732 CP2_1.jpg

Zadig now shows in SW Folder. Click on Zadig > Options:

Uh, oh; device not listed:

Solution shown later, when I have some food and more time.

The RTL-SDR V3 dongle had been connected to a short USB extension cord. I unplugged the extension cord from the laptop USB port, and then plugged it back in. The dongle now showed as a Composite Parent:

Forgot to select dongle as Source:

Selected RTL as Source and clicked on cog wheel to set RF Gain:

I cannot get the RTL-SDR Dongle to work on a Windows 11 machine. I've tried till I'm blue in the face on more than one system...cannot get a driver to work. Should I just spin up a Win 10 or Linux VM? Or can someone point me to something that works? I found a few YouTube vids etc. and they don't work.

I just got the V4 rtl sdr all excited to use, and seems windows 11 doesn't notice dongle. Is there a basic step by step instructions somewhere?

The previous posts above yours describe how to install the required Windows device drivers using the Zadig program. It's as good as any guide out there in the wild. The issue is not Windows 11. SDR devices are being repurposed to run software that they were not designed to support, hence the need for new drivers not included in Windows. Linux also requires additional driver packages for RTL-SDR and Airspy devices to run SDR software. Curiously, Windows already has Airspy device drivers built in.
