For someone on a tight budget that can not afford a digital scanner, what is the best type of portable or desktop scanner to buy to listen in on the railways and the RCMP in Saskatchewan?

Can't do both on a budget. :(
Check out analog scanners in the WIKI for the railways though.

We may not be listening to the railways for much longer. The RAC = Railway Association of Canada is telling it's members that they should start replacing their radios starting July 1st 2010. RAC is asking for total replacement of all radios before January 1st 2013. Radios are the digital NXDN narrow band made by Kenwood and ICOM. The NXDN digital format can not be scanned at this time.

Cp will be narrow band in 2 years. Radio are being replaced now. I will have to see what the radio is going to be. There is no word about dIgital from what I have seen
