EDACS = Enhanced Digital Access Communications System, a trunked radio system flavor marketed by M/A-Com (Tyco). A competitor to Motorola.
Viper System - A trunked radio system being implemented in NC to provide a common communication system for state and local first responders. It's a Motorola system, and it's what Wake Co. first responders have been using for a while. Gradually, it's being built out state-wide and other agencies are joining. NCHP does use the system in certain areas of the state.
Input frequencies - this is the frequency that is used to send audio to a repeater. The mobiles talk into the repeater on the input frequency (also known as the transmit or TX frequency), and the repeater spits that audio back out on the output frequency (the receive or RX frequency).
HEX - hexadecimal, a numbering system that uses 16 as a base. Uses characters 0-9 and A-F to represent values. In relation to trunking, it's the value that corresponds to a particular talkgroup, and it's used when programming professional two-way radios. It is not typically used by scanner listeners.
NCHP still uses Low-band primarily, but have moved to trunked radio systems in areas where it's available and in use by local LE agencies.
