I am new to radios and would like to know what the community’s recommendation is on the most effective and affordable portable scanner for the metro area. I would like to be able to scan mostly fire departments and EMS agencies in Fulton County. What scanners do y’all recommend to be able to scan the CoA P25, Fulton County P25 and NFRSA?

Welcome to the RR forums. All of the trunked systems you mentioned are fully simulcast so my recommendation goes to the Uniden SDS100 or SDS200 to combat simulcast distortion you'll be bound to face monitoring with anything else. Alternatively if you have a stationary operation then an SDR paired with SDRTrunk will do the job for a fraction of the price of an SDSx00. Drawback is it's hard to lug a laptop/SDR with you to a fire scene

SDS100/SDS200, Unication or BlueTail P25RX are the only choices if you want something that works. Yes, you can go the SDR route.
