While in Schenectady yesterday, I heard digital transmissions on 460.600 MHz NAC293. SFD dispatch is still analog. Is this Fire Investigation?

Going to have to respectfully disagree with this point. There are far too many hams out there whose only skill was memorizing the answers to the questions in the Technician pool before they took the exam. One needs only to look as far as some of the members of this very website with amateur call signs attached to their accounts, who ask questions about some of the most basic and fundamental radio topics that they should already be familiar with as a holder of an amateur license. That includes a few Generals and Extras, by the way.The closest to a diploma is the existence of an Amateur Radio callsign, which speaks to the knowledge level of the recipient.

And so it's important for the recipient of that information to verify what they've read, and to consider the source. On this forum, I can't necessarily tell if the poster is an electrical engineer, designs radio systems, or simply talks like one.People give legal and medical opinions and whatever with little knowledge of what they're talking about.
