154.540 is indeed a simplex frequency. Even though it's not one of the "color dot" frequencies, it is commonly used. I have heard a local pool guy use it up here.
One bus company that I mentioned in Lakewood uses 154.540 as a repeater input. Confirmed from the FCC license. Kind of odd that they are licensing so many of the simplex VHF frequencies to relays.
