Last chance. I found an fm modulator or amplifier for a cable line and put this inline and I can see a difference. More signal. What I am unable to do is clear enough hiss out to clearly hear voice. I just ordered a digital scanner, but I really wanted this to work. Any last suggestions to clkear up sound?

With all seriousness, scrap everything you've done and start over again. You'd be amazed what a second and sometimes third shot ends up producing... 
I have done it at least 5 times already.

Any reason why you're fighting with DSD instead of using DSD+?
