Is anybody in the okc area having trouble picking up simulcast phase 2 system for some reason my radio is cutting in and out on transmissions

Verify that you don't have a Priority mode set.
Watch the display.
If the scanner cuts out at regular intervals, that's your problem.
This explains the modes.
OKC changed CC's again they are on 852.2625. This is likely related system issues in the thread you and I both already commented in. No need to make a new thread.

Looks like the CC is back on 851.1875. Be sure you have all site frequencies programmed, you never know which one will be used for the CC. I always arrange site frequencies with the ones marked as CC listed at the top of the list, followed by the other frequencies.
I have also noticed that the talkgroups that are actually part of the city of OKC are P25II, while groups in Bethany, Warr Acres, Yukon, Mustang and some others are P25 Phase 1.
