I have 10 favorite lists but I am unable to assign QK number 10. I am able to see and turn on and off 1 thru 9 but 10 will not display or scan. Can someone help?

An alternative is to use QKs 0-9 instead of 1-10. Then all of your QKs will be single digit and should show on a same line of the display.
Is the FL set to monitor?
[MENU] > [SET SCAN SELECTION] > [SELECT LISTS TO MONITOR]. Favorites list needs to be set "on" here. If you're not seeing the FL listed here then you'll need to check your programming
You can also verify you set the FQK properly by going to [MENU] > [SET SCAN SELECTION] > [MANAGE QUICK KEY STATUS] > [FAVORITES QUICK KEY]
Scrolling to 10: Name of your FL and setting it "on" enables the FL in the same manner as the key combo in post #2 as long as you set it to monitor as I mentioned previously

Yes, Systems are enabled. Have NXDN and DMR keys. Thanks Have tried all.

Ahh. . . Don't give up so easy. Most problems are easy fixes. It just takes time (and patience) to find them. Many of us have experienced the frustration.

When you push 0 you will see what quick keys between 0-9 that are available and the display could show: F0 012--*----
That shows QK 00-09 and 0-1-2 are enabled and 3-4 have not been assigned and 5 have been disabled.
If you start by pushing the 1 button it will show QK 10-19 and display could show F1 0----*----
FL 10 are then enabled and 11-14 are not assigned and 15 are disabled.

I fooled with quick keys for a while, then went to just making favorites lists.
It seems easier to me anyways. Gotta have a computer and use Sentinel.

Is FL QK 10 the same service type as the other 9? That would prevent it from scanning if the service type wasn't enabled. This can also be found in the Menu to verify.

You say you can’t assign 10 as a quick key. Do you get an error message? Where exactly are you trying to assign it, in the scanner or sentinel? I have 10, 20, and so on.

Dave, I think his issue may be he does not understand how the quick keys are noted on the scanner's display.
This example is from the 'Easier to Read Manual' webpage.
The top line, starting with an "F" is for Favorites list quick keys.
The center line, starting with an "S" is for Systems.
The bottom line, starting with a 'D' is for Departments
The "F0" line would display status for single-digit quick keys. That's also the case for the 'S0' and 'D0' lines.
On the 'F' line, you see the numbers 3 & 4, with an asterix, *, in the three slots before '3' and after the '4' indicate that QK's 0, 1, 2, and 5, 6, and 7 are locked out. The dashes (-) in slots 8 & 9 indicate that no QK is assigned that number. If a given quick key number is assigned, and is turned on, you see the number. If you see an asterix in that slot, that QK number is assigned, but is set to Avoid (i.e. locked out). Where you only see a dash, that QK number is not assigned.
For the OP's quick keys 1 through 9, those will display on the a line with "F0" (Favorites lists), "S0" (Systems), or "D0" (Departments. For the System, Favorites List, or Department set as 10, that would be displayed with the prefixes F1, S1, or D1. The "1" is the first digit of the QK, and you would see a zero in the line after that prefix.
RMason's suggestion to use QK 0 instead of 10 would result in all ten of his QK's being visible, and accessible to toggle on or off, on the same line (F0, S0, or D0) in the display.
As you & Whiskey3 have suggested a couple of times, to export, zip, & attach the Favorites list file would help spot any other issues.
Without seeing the OP's programming, it's possible that if his proposed QK 10 system is conventional, it may not be staying in the display long enough to be noticed. The other nine QK assignments, especially if one or more of them are trunked systems, are going to make the S0 or D0 lines linger longer in the display, as the scanner tries to acquire and analyze the control channel.
The above statement explains what I am seeing, does not make sense to me the way it is displayed. I have no intention to post my programming here. Thanks for all the input.

You cannot assign the same favorites list quick key number to more than one favorites list. Under Manage Favorites in the scanner menu, make sure no other favorites list is using FL quick key 10. If another favorites list with FL quick key 10 already exists in the scanner and you write another favorites list to the scanner with FL quick key 10, the scanner will strip the quick key from the new file and set it to None. If FL quick key 10 does not exist in the scanner and you write more than one file with FL quick key 10 to the scanner, the scanner will accept the first file with FL quick key 10 and set all subsequent files with FL quick key 10 to None.
