Skeleton record. ???

Anyone hear their local PD/SO dispatcher say something like
"...comes back to a skeleton record ...." as in reference to a social sec. number, etc. ?

I wonder if it is like a barebone record with the PD or some sort of actual medical record related thing.

Just to reference, I hear this alot on the MS State University TRS in Starkville, MS.

Or, maybe, the name and DOB/SS come back to one that is in the database as being deceased?

skeleton record

In MS "skeleton record" means that the file contains DL number and DOB ,address, etc only.no tickets, or other entries in the file.

A skeleton record may also indicate a file (license) number only. Some folks never get around to obtaining a driver license and drive anyway. When these folks get a moving violation some states will set up a file number to create a record. Once the file number is created, future violations are added as they occur. These records contain no descriptive values and only offer a name, date of birth, address, and status at best. Some will contain a Social Security Number that may or may not belong to the subject of the file number.

In Alabama, I've heard file numbers refered to as "dummy files" and "skeleton records". Alabama file numbers begin with an "F" or "L" followed by five numbers.

It is not uncommon to find a person with more than one file number and/or a driver license number. My opinion is that either the officer was lied to by the violator and didn't take the time to check further when the violator said they didn't have a DL, or the distatcher/communicatiions officer wasn't doing their job correctly. Over the years, I have observed both. I'll stop right here to avoid getting on a soap box!
